Principles and Reasons
The mechanism driving Thailand towards the stable, prosperous, and sustainable Thailand 4.0 pushes the traditional economy towards an innovation-driven economy. Be it the 20-year National Strategy (2017-2036), the 12th National Economic and Social Development Plan (2017-2021), or the National Education Plan (2017-2036), all of them emphasize the development and empowerment of people. This is because human resource development is an important factor in leading the country to become a developed country. The goal for characteristics of Thai people 4.0 includes being knowledgeable with high skills and capabilities, having public mind and being socially responsible, understanding digital technology, and becoming international Thai person. To achieve the aforementioned goals, there are several important development approaches, namely improvement of values and culture, development of human potential throughout their lifetime, transformation of learning, development and maintenance of a talent pool. The emphasis is on quality of education and education for all ages, which is in line with higher education reform guidelines proposed by the Commission on Education and Sports, National Legislative Assembly, in order to achieve concrete country development. This includes the development of citizen potentials to increase competitiveness, curriculum design reform, teacher reform in higher education institutions, learning processes and methods of management reform, research reform, redistribution of opportunities and reduction of educational disparities, and promoting the use of information technology for education. All of which concludes in a transformation of learning.
